Jessica White, Founder & Managing Attorney
Attorney Jessica White is devoted to assisting entrepreneurs, companies, families, and individuals with their complex employment-based and family-based immigration matters. Serving clients in Tucson, Arizona and across the United States, Jessica White Law, PLLC, advises and represents on a vast range of topics, including adjustments of status, naturalization, E-2 investor visas, EB-1, EB-2, and EB-3 employment-based petitions, National Interest Waivers, and much more.
Jessica launched her legal career representing Spanish-speaking clients in removal defense, asylum, and humanitarian matters at a firm in Houston, Texas, gaining extensive courtroom and motion practice experience before the Executive Office for Immigration Review (EOIR), the Board of Immigration Appeals (BIA), and U.S. Citizenship and Immigration Services (USCIS).
These roots forged her compassionate determination to help her clients — particularly small businesses and individuals — navigate complex regulatory frameworks with ease and to understand their rights and legal obligations before making critical decisions. Known for her thorough preparation and detailed responses to government Requests for Evidence (RFEs), she advises businesses on I-9 compliance, audit preparedness, and strategic immigration planning to support workforce mobility and long-term growth.
Prior to founding her firm in 2019, Jessica practiced employment-based immigration law in Houston, Texas for several firms, including a global immigration firm. She represented multinational corporations and employers in growing businesses across diverse industries such as manufacturing, oil and gas, professional sports, retail, finance, agriculture, and hospitality. Proving equally adept at large-scale projects, Jessica has supervised legal teams, managed high-volume caseloads, and successfully responded to PERM audits, USCIS RFEs, and appeals.
Her notable past appearances include the Leadership in Law Podcast, 90.1 KPFT Houston’s Coming to America radio program, a Continuing Legal Education presentation on Compliance Issues, and she has given a presentation to Public Defenders in immigration issues. She also volunteers her time at the Mexican Consulate of Tucson.
Attorney White is a member in good standing of the State Bar of Texas, is a member of the National Immigration Litigation Alliance, the National Trial Lawyers Association, and currently serves as the Secretary for the Arizona Chapter of the American Immigration Lawyers Association (AILA), reflecting her ongoing leadership and engagement within the immigration law community.
She is a graduate of Swarthmore College in Pennsylvania, where she graduated with honors in History and Latin American Studies. She studied abroad in Buenos Aires, Argentina and attended the University of Buenos Aires for a semester. She obtained her Juris Doctor from Villanova University Charles Widger School of Law, where she intered at the Farmworker Legal Aid Clinic, Friends of Farmworkers, and Community Legal Services of Philadelphia. Prior to that, she was a bankruptcy paralegal at the Consumer Bankruptcy Assistance Project.
When she is not practicing law, she enjoys painting, trying new recipes, spending time with her family, or tending to her vegetable garden.
Carmen Mondragon, Legal Assistant
Carmen Mondragon is a Legal Assistant who supports the firm’s attorneys with case preparation, client communication, document management, filings, and case coordination.
Originally from Honduras, Carmen holds a Bachelor of Laws (LL.B.) and a Master’s Degree in Corporate Law. Her legal education provides her with a strong foundation for understanding complex legal matters and supporting attorneys throughout each stage of a case.
Fluent in both English and Spanish, Carmen works closely with clients to ensure they understand the process, know what documentation is needed, and stay informed about their case. She takes pride in being approachable, responsive, and detail-oriented, particularly when assisting clients who may be navigating an unfamiliar or stressful legal process. Carmen brings strong organizational skills, attention to detail, and a genuine commitment to providing reliable support to both the firm’s attorneys and its clients.
Outside of the office, Carmen enjoys spending time with her family and continuing to develop her professional and legal knowledge.
